You seem to have this bit ok, Ctrl- click to fix a source. You should see the message bottom of Gimp window. see: https://i.imgur.com/jlRB7Zl.jpg You can now release the ctrl key.
Just use the tool to click and paint same as the paint tool. Look for the message bottom of Gimp window. Depending on Alignment the source remains in the same place or tracks the mouse. see: https://i.imgur.com/VPegFkf.jpg
