I am not too sure what works with Debian 11 Buster. The default Gimp from the repo is 2.10.22 so there might be a small possibility installing the gimp-python packages from here: https://www.gimp-forum.net/Thread-Heal-S...4#pid18354 There is a risk that they are not compatible and you end up with broken packages.
Before you attempt the .deb packages I would try the appimage mentioned on the same page: https://github.com/TasMania17/Gimp-Appim...-for-Linux
Download, make executable, run. Either it works and adds on-the-fly python or it does not work. Not a lot lost if it is no good with Debian.
Otherwise the only sure-fire way is install the Gimp 2.10 flatpak. There are notes on installing the flatpak here: https://www.gimp.org/downloads/
