The old version will be there somewhere but if you have not found it by now unlikely you wil be able to fix it yourself.
Try the Partha version of Gimp 2.10.18 for windows, http://www.partha.com It installs in a different folder to the regular Gimp, although still uses the regular User profile C:\Users\"yourname"\AppData\Roaming\GIMP\2.10 which might be where the problem lies.
Might get Gimp 2.10 working for you.
