To import a RAW image directly into Gimp 2.10.14 you need to use a separate program. At the moment there is support for Rawerapee https://rawtherapee.com/ and Darktable https://www.darktable.org/ There is also an older plugin nuFraw that might work.
The advantage is quality, the RAW image will edit at 16 or 32 bit. A jpeg by design is 8 bit.
Depending on the degree of editing, open as a jpeg is often sufficient.
