Reinstalling rarely helps, and the Windows registry is hardly used by Gimp. Everything is in your user profile. Locate it and rename it to make Gimp start with a fresh one (as as first try, you can also just erase the pluginrc file it contains and let Gimp recreate a fresh one since it would be my main suspect).
