I'm new to using gimp 2.8 so I could really use some help. I'm trying to create a gradient pattern, similar to the design attached.
Does anyone know how to recreate this gradient? I've tried using the gradient tool various ways but it only seems to go from gold to white.
If anyone has any ideas please let me know.
Not clear what you want to do, but possibly add a layer, create a plain gray-white gradient on it, set the layer to Multiply mode, and reduce its opacity.

Are you really using Win 98 ? I can think of a few reasons but they are very few

If you have trouble with unexpected colours, first check that the image is not Indexed-color. Set Image -> Mode -> RGB
About the image you posted. It is not tilable, might have come from something larger that is tilable, but a gradient across a single tile does not work: This comparison with a tilable pattern: https://i.imgur.com/6vvvn2g.jpg

If the pattern is coloured. Try and remove the background. Color -> Colour-to-Alpha The default is white, change for other colours. Then add the gradient as a layer underneath. example: https://i.imgur.com/7e21ApO.jpg

The pattern is a black image of a mandala that I got from pixabay. And it's a transparent image so I'm not sure what you mean by remove the background? Maybe it's better if I show everyone what I'm starting with as I'm not great at explaining. I've attached an image, and I'm basically trying to recreate the pattern I attached in my OP using this symbol.

I got that image from the layer name in your screenshot. Grayscale with transparency, a png. Use Image -> Mode -> RGB first. (A tip: If you get a chance of the equivalent svg vector, get that and use inkscape for the fill.)
For that image, not too difficult to colour in, do not expect other more complicated shapes to be easy.
Lots of clicking to make selections required. Use fuzzy select in addition mode with a zero threshold. General advice, use as many layers as required, keep everything separate. Easier to fix if you make a mistake.

More colours, more blending
The main thing for a beginner is to get the line drawing coloured in with layers.
Then for a lot of things:
Layer -> New from Visible to combine layers with out merging.
Alpha-lock that layer.
If a radial gradient required, apply one.

I think he/she wants to do a gradient with more than 2 colours. Or use colours other than gold and white. I am not sure which one.
I'm basically trying to recreate the pattern I uploaded in my op which uses more then 2 colors to create that gradient effect both in the background (the blue) and inside the symbol (the mandela). Uhhh, basically trying to use the same colors.

That could be a basis for more colours, more blending.
Ok so I'm trying to follow your video as closely as I can... but I'm having trouble with the fuzzy select tool. The outer and circle layer of the mandela turned out fine but I'm having some trouble with the centre. I put the threshold to 0 and put the fuzzy tool in addition mode, but for whatever reason it will either select just 1 or 2 pixels at a time, or it will select everything. What am I doing wrong?
