It is because none of the groups contain a sub-group
This is my Gimp 2.10.8 (linux flatpak) and my own defined brushes folder (to save the tortuous default location in the Gimp profile) Only seven brushes, which show when I choose that group tag. Can not add anything else to it until I define another sub-group.
I can choose one of the brushes and give it a sub-group-tag leaf I can now add that to the brush group and it displays only that brush.
Worth noting that the keyboard up/down keys toggle between brush and brush, leaf

Tags all-screwed-up due to injudicious editing? Delete the tags.xml file in the Gimp profile folder. Gimp will make a new default file.
