lasso tool for fill in

Ok so im working with a hannibal lector picture of him in his mask. I want to cut the mask out and paint fill it pink and add a weird drip effect like the picture ive posted below. So far im having major issues cutting the mask out with precision and coloring it. also having issues with trying to make a hole where his mouth should be so it doesnt fill in the entire mask. I was told itd take me 15 minutes its been 2 hours im about to put my laptop through a window. 

This is for a school project due in freaking 2 hours...please please help me. I was assured it would take no time at all and now im starting to seriously panic[Image: maxresdefault.jpg]

Nothing like a gentle panic.

All the selection tools can operate in different modes - add - subtract - difference.

Have a look at this when you have time.

You can use the free select tool, or an another option is the quick mask where you can paint in a selection.

but your image area is mainly smooth curves and straight lines so I think using paths is best. The paths can be converted to a selection, added and subtracted.

The fill is something else. It is an artistic effect so up to you.
This quick try a gradient in bi-linear and sawtooth modes then deforming with the IWarp tool. 

Use a new layer for your work.
