lasso tool for fill in

Ok so im working with a hannibal lector picture of him in his mask. I want to cut the mask out and paint fill it pink and add a weird drip effect like the picture ive posted below. So far im having major issues cutting the mask out with precision and coloring it. also having issues with trying to make a hole where his mouth should be so it doesnt fill in the entire mask. I was told itd take me 15 minutes its been 2 hours im about to put my laptop through a window. 

This is for a school project due in freaking 2 hours...please please help me. I was assured it would take no time at all and now im starting to seriously panic
