export-layers-to-pdf.py uses Imagemagick and the script has to be edited for it to work in Windows. The instructions are in the script. I did post it end of this thread

However, I was still thinking Gimp 2.8 because Gimp 2.10 now has the option to export layers as pages.
The only reminder is, Gimp same as ImageMagick, renders as a bitmap. Makes big size pdf's and text never looks great.
