There's lots more going on than the long neck and it takes a lot of skill to pull it off.
I believe the head is enlarged and some of the facial features like the eyes.

Enlarging the eyes can be done with the 'Warp Transform' Tool (formerly called 'IWarp').
Making the neck longer might be possible with 'G'MIC Seamcarve', and lots of Clone Tool and Paintbrush photo retouching techniques.
The LiquidRescale plug-in might also be a useful tool (i've never used it).
