offset between cursor and clone source on 2.10.20

I am using Scientific Linux 7, a clone of RHEL 7 and installed 2.10.20 via flatpak. I am finding that there is an offset between the cursor and the region from where the clone tool is copying pixels.
The separation and angle  between both will change depending where the cursor is located on the screen (see attached figure - clone will be using pixels where the cross is located, while cursor is located at the arrow's position). If either falls outside the window clone will fail. A similar effect happens when cropping the image. Just for the sake of it I also installed 2.10.20 in a Windows 7 virtual machine and there clone works as it should. The same holds true when I run GIMP 2.8 under linux.  Has anyone else found such an effect ?
