Picking the colour is the easy bit.
As well as the color picker tool, if you are using the paint tool, hold the CTRL key down and the tool temporarily changes to the color picker. Sets the Foreground (FG) colour.

The harder part is changing the colour of another part of the image. All sorts of ways to do that and usually depends on the image.
