The Windows Gimp Help-Browser plugin is broken. No sign of it being fixed.
Go to Edit -> Preferences -> Help System Check that there is a local installation of the user manual showing and change Help Browser to use from GIMP help browser to Web browser

It still uses the local files but with your default web browser. Which might / might not work.
Note: The Gimp help files are still stuck on Gimp 2.8 You will have seen a message like that when installing help. All the help is useful but some references are not quite correct / out-of-date / missing.
You can get a PDF from http://gimp.linux.it/www/meta/ the 2.10 version is up-to-date as far as it goes 46 MB download 1033 pages. Indexed and searchable.
