What image format and size is your comic panel? Very likely ends up a monster sized image file not much use for anything.
Post a link to an example if you can.
edit: I looked up the comic life 3 application and lots of information on what it can do, but finally export formats are HTML or quicktime video. Quite large sizes - letter size down to Web pages.
While Gimp can make the animated part of the page, in my opinion it is not the tool for your requirements. HTML - have a search for editors. Quicktime is a proprietory format - can not think of any suitable video editor.
