Something like this:

• A background which is the light blue you can sample between the squares
  
• A gray to white gradient....To which you
  • apply Filters > Distorts > Newsprint to generate the dot pattern
    
  • add a mask, and render a black grid in the mask
    
  • set the mode to Multiply
