Well the short answer is you can't unless you rewrite the Gimp code. I seen to recall earlier Gimp versions where the control points (nodes) were smaller and changed due to user requests.

That is the scissors tool, not a wonderful way of making a selection. A better way is via a path.

The nodes remain the same on the canvas regardless of zoom value, example:

Selecting with the path tool is the easiest and most accurate, as Rich said. If you still want to select with the scissors selection tool, you can first zoom in on the image (here drawing zoom 550% - see small dots from the sissors select tool)

My question may seem silly, but what is the practicality of this?

Yes, it's silly but not crazy because you never know if the person who is asking such a thing on this forum still want to use the scissors tool for a special project. Maybe he want to select part of a big picture by pixel boundary. That is not easy to do with the free select tool or the path tool (as far as I know).
