First make a circular selection (from center, fixed aspect ratio) to constain the gradient. Hit enter to fix it screenshot: https://i.imgur.com/bhyxIP6.jpg
Fix the foreground grey and background white
In the Gradient tool choose the FG to BG version, use the reverse toggle so it is going BG to FG (white to Grey) and for the shape, Radial
Draw the gradient from center to the selection. Click on the gradient tool line which makes it 'custom' and shows the center of the gradient. screenshot: https://i.imgur.com/du3pp1x.jpg
You now have two controls for adjustment. The offset which controls where white starts and the center point which controls the spread. Adjust like: https://i.imgur.com/wYFDzAx.jpg
When complete, hit the enter key to fix and leave the gradient.
