text been cut of

I am trying to make a text that the text must be transparent and background black, but the top of the text is cut of, why?

Where did you get that "Digital-7" font? It seems that its geometry is wrong..

I have download it from internet, need it for what I want to do, did not see any in gimp fonts.

A broken font. ( get it from Dafont) Tried in Gimp 2.8 so not just Gimp 2.10  
Sometimes these can be fixed by running throught FontForge, sometimes more bother than they are worth. I will have a go. 
In the mean time text to path is still there to render.

Thank you, but I cannot get the text in the middle of it, and how do I make the text transparent.

Not 100% sure what you are asking Wink

1. Do you need the character ( O ) center of the black base layer.
Add 50% guides Image -> Guides -> New Guide (by percent)
The text is in a fixed box which makes it look off center. In the Text tool options Box -> Dynamic
Now use the move tool and move the center of the text box to the center of the canvas guides.
If you want to tidy things up then Layer -> Layer to Image size (not absolutely necessary, you will lose text properties)

2. Transparent text: An old post I made, still there: https://www.gimp-forum.net/Thread-Cut-Out-Text
For your text, which is quite small I would try:
Layer -> Path from Text (The rendered white text is not wonderful)
Add a new White layer.
Add a white layer mask
With the layer mask active, make a selection from the path, fill the selection with Black.
Turn off the selection and also path visibility.
Turn off the text layer visibility.
Anything in a layer under will show through the text.
