.tif Unknown Filetype to GIMP 3.2.4

What is going on here?  When I try to open and image file in GIMP and select a .tif format file an error message pops up as follows:

   

Note:  Just to be clear this is happening on Windows 10.

I do not know ... but drive W: ?

Can you move the tif file to say Pictures and maybe rename to xxx.tif then does it open ? Might just be a permissions thing.
