Hmm...how did you open the SVG ? Was something like this where the link between X and Y is broken ? Not the way to do it
However, from that state, use the scale tool, set the mode to path, hold the shift key so that scale can work horizontally or vertically.
Note: The transform tools and move tool all have that set of options layer - selection - path - image. Make sure you set back to layer after use in case you forget the setting later on and wonder why nothing works.

Make a new image the required size. Good practice to use a new layer for any added graphic.
Go to the Layers dock and right click. Bottom of the menu is import svg.
Do not worry if the path is large or small. It is a path.
A good tool to use is the Unified Transform Tool. You can use it for most adjustments but for a path it must be in path mode.
Then other tools that also use path mode
Duplicate the path and flip it
Use the move tool in path mode to move.
