That is an old version of wavelet-denoise. Difficult to give an opinion, the settings are not clear, it does look like you have Selected(grey) in force.
However, for Win10, 64 bit there is a more recent version 0.3 compiled by samj.

attached: Remove what you installed then the usual. Unzip, put wavelet-denoise-64.exe in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
edit: Have you tried the latest 2.7.0 gmic_gimp_qt ? You do need 2.7.0 and I assume the Win10 version has been updated. There is an excellent (beta) denoise filter and a demo https://discuss.pixls.us/t/preview-of-my...r/13643/10
