I'd like to cut a face of someone and paste onto another, they have different skin colors
of course. After selecting and cutting the face, what is the next step to do?
Would you please highlight me the key steps I'll probably need?

I tried to follow the steps of the video but at the point of eraser, the eraser doesn't erase.
then I am stuck at this step, what is the problem?? status said the layer is "locked", but
I haven't done anything

Check for any "set" icon in the Lock: line at the top of the Layers list when the problem layer is selected (likely Pixels (the brush) or Alpha (the checkerboard))

Hi. I don't understand...
On the Lock: line there are three icons
Lock Pixels
Lock Position and size
Lock Alpha channel
Convert the Floating Selection (Pasted Layer) to a regular layer.
With that layer active use Layer -> To New Layer You only get that top of the Layers menu with a floating selection.
Nothing wrong with the video, I made the various stages into a screenshots PDF - it might help.
