where/how to install "Text Outliner" plugin

Hi. I am a brand new GIMP user for about 2 days now and I have already learned a lot, thanks to excellent YT tutorials.

Windows 10 Pro 64-bit; GIMP 2.10.28

I need to install this plugin:
https://github.com/apocalyptech/gimp-text-outline

I downloaded the [color=var(--color-fg-muted)][color=var(--color-fg-default)]text-outline.py[/color][/color] file. I copied it to: 
C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins

I put in the root folder and restarted GIMP. But, the plugin does not show show under filters, decor where it is supposed to be. I  am sure I did not copy it to the right place.

Can someone please advise:
1. If I did it correctly, and
2. where to put the file for the plugin.

Put it in "C:\Users\{Your-Name}\AppData\Roaming\GIMP\2.10\plug-ins" instead!!

Restart and it should appear at Filters/Decor/Text Outline

EDIT: However, this plug-in seems to only work properly in GIMP 2.8 (just checked), they may be a
similar plug-in for 2.10 elsewhere not sure. Although the effect you're after is pretty straightforward to produce without extra scripts, check this video as an example (there may be better ones out there but this gives you the basic idea) - https://www.youtube.com/watch?v=Kdq6F8natcw

As above, even the updated  text-outline plugin is old. There are other ways when using Gimp 2.10

Right at the end is a reference to ofn-outline-layer  Click on the link which takes you to Ofnuts sourceforge page. Look for ofn-outline-layer.zip (dated 2020-01-15)
That is a better replacement for text-outline.py    Download the zip. Unzip which contains ofn-outline-layer.py and a html description of the plugin.
ofn-outline-layer.py goes in your Gimp user plug-ins folder C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins  Find in the layers menu. Uses the background swatch colour.
