Are you working on the png you posted? Nothing wrong with that but often better to Save as an xcf until all editing is finished.

The image is binary black and white.
Adjust the lightness first until you see some change. left of center for white areas, right for the black.
Now you can adjust the Hue (and Saturation)

Another way:
duplicate the Meander layer
lock alpha channel of the lower layer
fill with colour (then unlock the alpha channel)
set top Meander layer to the Blendmode 'Multiply'
