Since I juse GIMP2.10 I took the PLUGINRC from ……..APPDATA/roaming/GIMP/2.10

Your pluginrc looks correct. So its more or less all you exports that are broken. Is File>Save broken too or can you save files?

No, file save doesent work.
The error message sais that it can not read the file. What for ? It should write.

File read works correkt.

Have you tried to run Gimp as Admin? (not something to do in a regular basis, but this could remove problems due to access privileges).

I have administrator rights.
Is it a difference betwin english- or german-installation ?
Whitch windows-services are used by Gimp ?

File -> New scribble some marks on it
then
File -> Export as a jpeg.
However, since the regular Gimp is not working for you, try an alternative, which will install along-side the existing Gimp.
Go to http://www.partha.com and get the Windows 64 bit Gimp 2.10.4 from there

The "newfile" can not be exported.
.jpg and.png does'nt work.
I will test the version Gimp 2.10.4 tomorrow.

Hello, I'm writing from Italy and I use an online translator (!!).
I would like to point out that I also have an identical problem with the saves.
I use windows 10 (64 bit) updated and gim 2.10.6.
I tried installing GIMP version 2.10.4, but the problem still persists

With Gimp 2.10.4 export and save do not work.
Loading a file works ok.
Create new Folder does not work.
Save file does not work. --> " JPEG image plug-in could not save image"

Beats me, difficult to comment any further without the appropriate Windows installation and language keyboard for testing.
Hopefully someone will have better suggestions.
