I have the exact same problem and was super happy to find this thread and you scripts.... but I can't get them to work.
I put the *.py file into my gimp/2.0/scripts folder and made it executable (linux). But after restarting GIMP there is no Tile submenu in the Layer menu....
any idea, what I do wrong?

Which version of linux and also version of Gimp. Some of the newer linux distributions come with python 3 and without the gimp-python (python 2) package. Example Mint 20. No python, no python plugins.
Python xxxx.py for Gimp are plugins and go in your Gimp user profile, usually ~/.config/GIMP/2.10/plug-ins/ (not scripts which are for xxxx.scm )
