It is possible to edit the theme to make the menu texts larger and there is a plugin that helps. Unzip the attached Change menu & icons.zip and put the file [i]Change menu & icons.py/i] in your Gimp user plugins folder. C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins Start Gimp and look in the Windows menu. [attachment=7561] Run the plugin and set the new text size. [attachment=7562] Restart Gimp for the setting to take effect. The toolbox icons use Edit -> Preferences -> Interface -> Icon Theme and the slider bottom of the window. I do not have a problem with the menu text size but if it is a little small for you. In the computer path it is plug-ins The "yourname" is of course the name you use in Windows. Appdata is a Windows 'hidden' folder, Inforamtion on how to unhide it here https://support.microsoft.com/en-us/help/4028316/windows-view-hidden-files-and-folders-in-windows-10 Then it is down the list in Windows explorer until you find the Gimp plug-ins folder.
