That is probably the case.

This a default Gimp Clone settings (left side ) and your screenshot (right side)

(1) Scroll the tool options up and check that the mode is 'Normal'
(2) Smooth stroke is enabled, maybe turn it off
(3) This is probably the cause, using a pattern as a source. Set it back to 'Image'. (as a note using the clone tool and pattern source is useful for painting in a pattern but not in this case)

Anything else ? 
For the use you want Alignment = 'Aligned' is probably most useful but use Alignment = 'Fixed' if the size of the brush picks up artifacts.
You can adjust the size of the docks, click on the join and drag.
