Here my size is 104 and all I get is a 2 cm circle and a slight "indent" at the mouth corner  whereas  the video tutorials show larger circle impacting the whole mouth.

All of my brushes react properly when sized increased.Thanks a lot

Hmm.. The warp tool does not use brush, it has its own size slider.  A 5000 x 3000 -ish pixel size (your screenshot is a bit blurred)

The warp tool options size slider will go beyond the slider dock, if you click and drag.
2 cm ? Remember Gimp works in pixels.

Maybe a problem with click-n-drag in size slider as your tool options dock is on the right side - just a thought.
