I asked this in another thread, but i think i have an idea what it does.
Photoshop has something called 'Flow'. Its how much "ink" a drawing tool produces with one stroke.
The difference between Flow and Opacity is that when you paint with 50% Opacity, it doesnt build up (unlike Flow).
I get the same behaviour from Force: the lower i set it, the more transparent the stroke becomes, and it builds up with several strokes on top of each other.
What i dont understand, is why the default is 50....
and why is it greyed out for the Pencil Tool ?

Best I can tell is using the brush tool at 100% force is the same as the pencil tool using the same brush tip.
Pixels in a brush with various transparencies are affected: 50% is default. above 50% is like the pencil tool, and less that 50% the pixels in the pixels have added transparency.
I suppose it could be used like 'flow' in PS. In the past I just used the airbrush tool to do this. As usual, Gimp has to give it a different name or make it different from PS if it is a flow-type setting.
*edit, well, no, that's no right. The pencil tool is much harder.
And the airbrush tool has both a flow and the force option!
