Correct bluring - Vinetou - 06-19-2018

Hey i use gimp quite often and i hate it has not the correct bluring calculation.
there should be a new blur style that would be colour correct.

To avoid the dark boundaries you will have to update to Gimp 2.10

The default settings in Gimp 2.10 avoid the problem. There is a drop-down in the tool options to revert back to (legacy) ie. the same as Gimp 2.8
