It is all about removing the background and any number of ways to do that. A search will take you to many 'tutorials'.

Starting with an original image. Again a larger image is better, all the ones from the web tend to be small. Too many images so not in line: screenshot http://i.imgur.com/gIJ1vAK.jpg

Then it is all about adding layers in the correct order.
The white border comes from
selecting the foreground in the top layer Layer-> Transparency -> Alpha to selection
growing the selection Select -> Grow
fill with white (any way you like, paint in it if you want)
blur Filters -> Blur -> Gaussian blur

Then a new background layer filled with a suitable pattern/gradient/colour/image - what you use is up to you.
