A gray-scale Dave Hill effect maybe ?
Is this for your Win Portable Gimp 2.10.18 ? You could try the gimp_gmic_qt plugin 500+ effects of all types. It is the same with a regular Gimp installation, plugins go in the plug-in folder, script-fu in the scripts folder.
