Did a search, but no results...
There is no pan tool in GIMP? Similar to the "Hand Tool" in Photoshop.

The usual way is hold spacebar down - click in canvas and drag https://i.imgur.com/zt6dta0.jpg
That is part of the move tool https://docs.gimp.org/en/gimp-tool-move.html
or use that little 4-way icon bottom right corner (shown in other screenshot), click on that and drag https://i.imgur.com/lFldVsN.jpg
