What is the problem? In 2.10 the tools are grouped. The icon with a small triangle at the lower right are actually groups, so the first icon for instance leads to the Align tool but also to the Move tool. If you put your pointer on the icon (or if you click the icon, depending on setup), this opens a list of tools in the group:

The brush resize, and hardness and settings aren't in the tool bar

This is the tool options dialog Windows > Dockable dialogs > Tool options. You can re-dock it by dragging it by the tab (not the title bar) and dropping it on the Undo tab.
If all else fails you can also reset the windows positions: Edit > Preferences > Windows management > Reset saved window positions .....
