Simplest form of question:

When saving or exporting, I am unable to locate a file folder I know to exist

Gimp version GIMP 2.10.34

Is the folder a hidden one? Unhide it. Check through them before trying to do it through gimp.

Gimp doesn't save to "folders", it saves to "directories". 
  • A "folder" is a UI concept, a place where you keep things ("documents") (and it can be entirely virtual, managed by the desktop). 
  • A "directory" is a filesystem concept, a place to keep "files" together. 
It happens that most "documents" are "files" and most "folders" are implemented as "directories" but some folders are not implemented as you would expect (or where you would expect). Typical cases are network shares, or external storage (cameras).

The Windows command prompt (CMD.EXE) also deals with files and directories, so if you can navigate to your "folder" with CD commands then it is an actual directory and Gimp should find it.
