What if I have a selection on one layer and I want to center another layer in the middle of that selection. How would I do that?

The Alignment Tool has also an option for aligning to a selection.

A bit more on the last post

You can use the align tool. see: https://docs.gimp.org/en/gimp-tool-align.html

Works something like this:

make the selection

Select the align tool (1) use Relative to Selection (2) Click in the canvas to make the layer 'active' you get little squares in the corners (3) Click on both horizontal and vertical align icons (4)
