I did it(image) with filters>Distort>Lapping in Inkscape. but can not do like this in Gimp! who can do it?? 

just it is interesting to me how do it can be done in gimp!

You can distort an elliptical selection in Gimp with Select -> Distort.

Or use filtering on a layermask. Like for example the G'MIC Water filter.

I know in Internet there are a lot of materials (gimp tutorials ) ...
can you advise a book or tutorials for Gimp?

It depends on your level of experience.

Youtube is always a good option.
Theres a list of linked sites on my blog (click the website button at the bottom of this post) that i recommend or like. Some of them have tutorials.

The Gimp manual is also very good.

I have learned the most from forums, but for the real chunky bits you have to look beyond the boundaries of Gimp and Inkscape, imo.
