There are a few plugins that will add text or a graphic to an animation. Ofnuts has one here:

Down near the bottom of the list:

Unzip, put in your Gimp profile folder: C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
Find it bottom of the Image menu
A couple of things that you will need to do to your animation, in preparation.
1. If it is optimised
Filters -> Animation -> Unoptimise
2. Change the colour mode to RGB
Image -> Mode -> RGB
For text on top of the animation. You can increase the canvas size
Image -> Canvas Size Then make a new image same size as the animation and put that under each layer with the plugin (in sprite mode)
For text on the animation, same procedure but transparent image with text and use the plugin in title mode.
