Subtract From Selection. Bucket-Fill-Tool outside shape

I'm a total gimp-newbie and this is probably an easy thing to do but I'm failing. I have three layers. 

Layer 1. An image
Layer 2. A color(I chose foreground) which I have made a bit transparent.
Layer 3. A shape that does not totally cover layer two.

This shape I filled with a color with Bucket-Fill-Tool. That was no problem. But I want to fill the area outside the shape instead. I tried to do
Layer -> Transparency -> Subtract From Selection
but it didn't work. Any help is appreciated.

Subtract from selection would work, if you had done a Select All first. But Select All - Current Selection can be done with Select>Invert.

However, this is not what you should do here. On the edge of your shape, the pixels are partially transparent. If you use that as a selection, the pixels on the edge will be partially selected, which means they are going to be partially painted, and you will have a bit of transparency remaining. What you really want is bucket fill a fulll layer under your shape, or use the "Behind" mode of the paint tool without a selection.

Thanks but I'm not totally sure what you mean. I have a layer 2 that I filled with bucket and then made it a bit transparent. I'm trying to recreate this photoshop-tutorial:

There are plugins to give a neon effect, however a try from scratch in Gimp 2.8 you might get close.

I got as far with the 'tutorial' as page 1 - the gray layer, then gave up. Vivid light mode? Not in Gimp 2.8 although it is there in Gimp 2.10. 

The best way is look at what is required and try and emulate as best as you can using the tools Gimp provides.

This a first attempt. Something like that PS image.

Everything is working fine until the Gaussian Blur. Nothing seems to happen. I've tried high and low values. In the preview it looks ok. I've seen other having the trouble with Guassian Blur but didn't find a solution.

Installed Gimp 2.10 and it worked perfectly.

Did this while you were updating Gimp You will find Gimp 2.10 much easier to use in a lot of ways.

   

Best guess, you have an active selection and the bit you want to blur is outside the selection. (1) not in the selection (2) inside the selection. Try inverting the selection.
