Pencil doesn't work

I have used the pencil function for years. However, it no longer works. It does the same thing as the eraser function

What mode is it in? You could get this kind of behavior with several modes.

It's in RGB mode

Check the tool mode or the layer mode. Some tool / layer modes give the effect that nothing is happening.

   

..or it might be a dynamics option.
