Problems with colors? settings? layers?

I can't draw a color. When I try the opposite color comes out. (kinda but not really) That's because the color that comes out depends on the colors of the layers underneath. For example I tried to draw a white rectangle but it instead the rectangle became several colors. Some parts are blue, green, white, black, brown, and purple.

It would have been useful to see your layers dialog with your image, but right now I can tell 3 things  
Wrong layer mode or wrong layer order in your stack or both
