Can someone explain to me how to install "Heal Selection" tool?

Heal Selection is a python plugin that uses another separate plugin 'Resynthesizer' 

Since you are using Windows.

Go here: https://www.gimp-forum.net/Thread-Resynt...7#pid12687 and get the resynth-partha.zip file. 
Unzip and put the four files from the zip in the Gimp User profile plug-ins folder;
C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins

There is a 2 minute video there that also shows this process.

All being well the 'heal-selection' plugin shows in Filters -> Enhance menu
