Then you can use : 'select / from path' to make a selection
Invert the selection : 'select / invert'
Set the layer with the purple disc active and delete the 'grooves'

Best to start off with an image as denzjos shows, That is the shape-paths script, you can use a gear shape or a star shape.
However it is possible with a bit of selecting and cutting to make a serrated edge on your image.
This using the paint tool to paint around a selection, a spacing greater than 100% the paint too paints dots. Then it is using that as a template to cut the main image.

Thank you for the info, but where do you get all that shapes, I cannot find them in gimp.

@hedrickbez Is that brush a full circle shape ? Without using it not easy to see what is going wrong. Sometimes a brush is used as a 'stamp' one-click to paint, sometimes a brush is used with the eraser tool to cut out a shape.
Another way is use a path, I will attach one I made It is sized for your 1000x1000 image but a path (a vector) scales up or down without loss of quality.
This one milled-edge.svg is not opened as an image, right click in the paths dock and use import path. Then Select > from Path, and in this case invert the selection and cut out the edge.
