GIMP is only letting me move in 8 directions when scaling.

So yesterday, GIMP was acting normal. When I scaled it, it would let me move it in all directions.
Now it's acting really weird. When I move an image while scaling, it only lets me move it in a few directions, but when I hold down Shift,
everything is normal and it lets me move it in all directions.

I tried reinstalling GIMP, but it didn't work.

Maybe someone can find a way for me to move it in all directions PERMENANTLY.

You probably have the "Keep aspect" set. Just unset it.

   

Reinstalling Gimp is rarely the solution to such problems, because your Gimp settings are carefully preserved during  the re-installation. process. 

To have Gimp start with sane options each time see this.

Nope. Disabling "Keep aspect" doesn't work. Still does it.

Also, is there a way I can reinstall GIMP WITHOUT it saving my settings?

If you really want a very clean (as new) Gimp install

1) Use the Windows Uninstall for Gimp

2) There might be third-party plugins left over, so if there is still a C:\Program Files\GIMP 2 folder remaining, delete it.

3) All your settings that are carried over between Gimp installations are in your User Profile
C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\ Delete it.

Now you can re-install (as Windows users frequently do) Gimp.

You could also try as an alternative
Edit -> Preferences -> Tool Options then Reset Saved Tool Options to Default Values

I suspect it is not Gimp at all, give a screenshot of you using the Scale tool showing all the tool options.

Is the "image grid" enabled (View > Snap to grid)? Note that this is an image setting, so even if you reinstall Gimp and reset options, it will come back when you continue working on the same XCF.

You have "Keep aspect" selected - that will not help to allow freedom of scaling.

Still "Keep aspect" enabled, and from what you say (disabled by "Shift") this is a likely culprit.

Try resetting your options:

   

Otherwise is the problem present on all mages?Does it occur on brand new images?
