Downloaded the full gimpscripts.net website

With local download(*) links, thus you will get the explanations as well as all the scripts/plugins by clicking on these buttons, no need to say that the "search" and others things won't work, but for the basic browsing, reading help, downloading scripts and plugins, some PDF and few other things, it's fine.
For the images, you might need a connection as they are hosted on blogger.googleusercontent.com  Dodgy
If someone knows a wget command to get them all from the original gimpscripts.net to get them on google, I'll pack them in.

(*) It's already on your hard drive, so it's not really "downloading" but you get it  Big Grin

I found a solution to run the links to GimpScripts.net that are still on the web, and have the corresponding scripts using the Redirector addon via web.archive.org... it's a bit long, I put it in my site, both in English and Italian.

If I may suggest one thing, it's to remove the lang="it-IT" in the html tag on your English page or replace it by lang="en", this will make our browser (Firefox for me) to stop asking us to translate Italian into English on that page, which is already in English, it's also better for your SEO Big Grin

Thank you... but I have a site for "poor people" who can't change settings, all in all it's a good thing, a wordpress to which you can't install add-ons is safer.
