Quality improvement

I am trying to improve the quality of the image (upscaling the text quality, unifying the tone )that I am providing here, but I am not sure where I can start. I watched a couple of videos on using the cloning tool, but that seems very ineffective. It would be very helpful if someone can tell me where I can start or just help me out. (my first time using GIMP)

If you have the original, I would start again. It can be almost done to look good, but lots of work. Cant get something out of nothing though; some of the writing is illegible. A bit difficult to upscale too if you want to print it out. Copy as best you can what is there starting off with a 300ppi picture.

A quick example: make a selection from the ellipse and fill it with blue on a new layer. Set this layer off.Try to select the fish with the 'Fuzzy Select Tool', copy the selection to a new layer and fill the selection with white on a new layer. Set the layer mode for this layer to 'Soft Light' and make the last 2 layers a 'new layer visible'. Create a curved path on the text 'Protect...' and type the text on a new text layer and use 'text along path' to curve the text (see link)
