Face the facts, Gimp is now a monster application, 500 MB-ish of files in Windows.
You can of course have Gimp open all the time and use it to create the screenshot to edit. File -> Create -> Screenshot Give it a delay, minimise Gimp and it opens straight up in Gimp ready for editing. All in one screenshots: https://i.imgur.com/GKkyDT5.jpg
Still not the best application: As far as Windows freeware goes, you could try
Photofiltre: http://www.photofiltre-studio.com/pf7-en.htm Well established, it is a bit quirky, so there is a learning curve but it draws arrows, boxes text etc. https://i.imgur.com/bK3qRKh.jpg
snipaste : very modern utility : https://www.snipaste.com/ don't really know this one but looks like this: https://i.imgur.com/rcHgYDW.jpg
Both of those can run as portable applications, unzip and start. A good place to look for utilities old and new is http://www.portablefreeware.com
