Make the selection then put the move tool in selection mode (second icon) to move the selection. Similar for any of the other transform tools look for the selection mode and remember to return to the usual layer mode (first icon) after use.

As an example of workflow, Some screenshots in pairs.

1. Select the area you need to replace.
2. The move tool in selection mode will move the selection 'marquee' to a suitable area.

3. Copy that selection, then I advise Edit -> Paste as New Layer
4. Kill the selection, Select -> None
5. That new layer is moved back to the original position with the move tool. The move tool is in Layer Mode
6. Then it all depends on the image and requirements. If using Gimp 2.10 the Unified Transform Tool is good. Otherwise, individual transform tools.
